Yeah I just saw this email. Apparently beek was right.

So... Sanders, Chad, Mario all of your cockpits will need to be adapted on your TT bikes or you can just use ur road bikes.

Also though... I'm willing to bet there will be some sweet deals on TT bikes popping up.

Mario... if you upgrade to A technically you're exempt from this rule for this season only. However... since our conference has mixed TTT teams... the rule might get muddy. For ITT's though, you're good to go if you're A.

Wow.  The Collegiate Board of Trustees is amazed with the incredible amount of feedback we have received regarding the 2010 rule change summary, in particular on the issue of aero equipment. The Board strives for active involvement and engagement by our members, and we have received over sixty pages of information both for and against the requirement for mass-start-legal equipment.  The Board of Trustees seriously considers all of the material we receive with regards to the sport of Collegiate Cycling and this time is no different.

With regards to the rule change legislation for 2010, please see the updated Rule Change Summary at http://bit.ly/2X2XsL [1]. Due to the timing of the rule publications, the nature of the rule in question, and our desire to give teams adequate time to adjust to the new regulations, the Board of Trustees has adjusted the timing of the implementation of the regulations regarding mass-start-legal equipment in Collegiate Cycling Races as follows:

   For 2010, all "non-A" categories (B, C, D, E) are required to adhere to the
   requirements for mass-start-legal equipment in all Collegiate Cycling Races
   including individual and team time trials.

   For 2011, all categories, including A, will be required to use mass-start
   equipment in all Collegiate Cycling Races including individual and team time
   trials.

Furthermore, we have identified two issues that warrant change.

The first issue is with regards to the creation and dissemination of the rule changes, the Board has made a top-to-bottom evaluation of our processes. We have investigated other USA Cycling Trustee methods and resolved to adopt an improved process of collecting potential rule change legislation, disseminating a list of rules under consideration for voting, and providing an opportunity to present your input to the Board for consideration in its deliberations.  This includes the following revision to Rule 7B3(d):

   7B3(d) Changes to the Rules. The Board of Trustees considers changes to the
   Rules twice per year; at road and mountain bike nationals.

   (i) To be considered, a proposed rule change must be submitted prior to April
   15th / September 15th to the Chairperson at [email protected] by
   a Conference Director, acting on his or her own behalf or on behalf of one or
   more Riders or other individuals. To be considered, each proposed rule change
   must include (A) the affected section of the Rules; (B) the language of the
   rule as then in effect; (C) the proposed revision to the rule; and (D) an
   explanation of and justification for the proposed rule change.
   (ii) The Board of Trustees will endeavor to publish the rule change proposals
   that it has received and will be considering by April 30th / September 30th,
   respectively.
   (iii) Feedback from Riders and other individuals will be accepted at
   [email protected] until the conclusion of Collegiate Cycling
   Road / Mountain Bike National Championship, and the Board of Trustees will
   debate and vote on all proposed rule changes thereafter.
   (iv) The Board of Trustees will endeavor to publish the rule changes to each
   Conference twice per year; however rules will not go into effect until January
   1st.
   (v) The Board of Trustees will deliver to the Collegiate Cycling Manager a
   revised rulebook not later than December 31 for internal review and
   publication by USA Cycling.

The second issue involves reevaluating the structure of the Board of Trustees. The Board was first formed in 2004, when Collegiate Cycling became a full Association of USA Cycling. Recognizing that the sport has matured considerably since then, we are examining increasing the size of the Board to broaden representation and gain additional volunteer resources. This will ensure that we continue to meet our significant obligations as a Board of Trustees while providing adequate representation for all of our key stakeholders.  The Board endeavors to bring about these changes as soon as practicable.

It's on a page called "Collegiate Rule Changes Fall 2009" and it wasn't in my current rulebook.  I know the rule was in place for mass start races already, but the way it's written it sounds like they mean all road races.

I was glancing over the new rules for collegiate (https://www.usacycling.org/news/user/story.php?id=4527) and I came across this:

Do they mean ALL road events, or are time trials excluded?
